Please limit your upload if you upload to quickly... The download speed will suffer. keep your upload at 80% of your max upload. i have a max upload of 26 kbs so i keep it around 18 to maximize the pipe.

You can try downloading the 0.3.6 client. It has (supposedly buggy) auto upload rate limiting code in it, which does what WAveOfFire is suggesting. Haven't tested it myself, but I suppose it might help you get good download speeds without too much tweaking.
