As of now I can choose upload speeds between 3-8 and 10-2000. I understand not providing easy access to 0, 1, or 2kB, but sometimes 9kB would be nice.

download the source and hack BitTornado-CVS/BitTornado/ConnChoice.py
it's really easy so even a non-programmer would be able to do it.
you may want to follow the build instruction in BUILD.windows.txt

0,1,2 kbs are left out to prevent leeching.

0 means unlimited AFAIK
