I was wondering what the best setting for 'Max. Uploads' is...

Is it better if you upload to a small group of people(with a high upload speed to that group) or is a large group (with slower speeds) better?

and does a higher setting slow downloads down??

I find I get the best speed when setting max uploads to a number so each one gets 6-8kB (just as for seeding). That is probably a good number for most people, unless you have a very high or very low upload capability. Also, using netlimiter to limit upload to ~80% of max is a must on most DSL connections to get a good download.
