What options should i put on my upload, and download to get the fastest download, asuming my comp can handle it, which it should be able to. Do i put download and upload on 0 ?

Well that depends on your internet connection, not your computer(at least thats unlikely).
I would recomend setting upload to 80% of the max value, if you have ADSL.
Generally set upload as high as possible without choking it, if you have the right kind of connection(like SDSL) you can set it to unlimited without choking it. You can leave download at 0.
