Find a tracker (google will help you), make a .torrent file and give it to said tracker, then start up BitTornado on it. You'll have to distribute the .torrent file somehow - some trackers will publish it along with the rest of their content. Other people put it up on their webspaces.
BitTorrent (and by extension BitTornado) is meant to solve the case where a person on poor bandwidth - residential broadband is typical - needs to get a large-ish file to a lot of people in an otherwise flash-flood scenario. It doesn't hold up as well in the situation where a small file is available for anyone to grab it at their leisure. Which situation are you in?
