On my old pc, an older one running 98SE, I was hitting rates of up to 200-300 kb/s. I have cable internet and it's always worked nice and fast for me. With the new pc, I have windows xp installed and it started out yellow and very slow, but i used some of the tricks found of this board, like working with the firewall, but now i'm out of ideas and i'm stuck at around 30 kb/s download rates. does anybody have ANY more ideas for me? It's something on the new pc, but I just don't know what.

If you get a green light and local/remote connections, all should be fine.
You should cap your upload speed at 80% and set max peer connections to unlimited. Also try different trackers/torrents.
