Hi i tried everything i found here to fix this.My xp firewall is turned off,my sygate personal is set to allow BT, my ports are forwarded correctly.I got all green lites on this setup using win2k pro.Now i have new pc and its back to yellow

Make sure you update your router's port forwarding to go to the new PC's IP address.

dosnt my ip change everytime i reboot my pc? im on a cable modem with linksys befsr41 router

No, your router will generally give the same IP address out to a PC after a reboot. The router keeps track of the MAC address (hardware ID) of your PC's network interface to do this. But if you switch PCs you'll switch MAC addresses and end up with a different IP.
