If you're at a university and have slow speeds it's probably due to the bit torrent ports. Since p2p has become so big, especially at colleges and universities most of these places have added priorities to their ports giving ones like html or smtp more priority than bittorrents. So you're pretty much screwed, unless you know the net admin and for some odd reason he would open the ports and probably risk losing his job.
