And, that having failed, I have used the prefs in Bit Tornado to set them as well.

I use TCPView to see that BT uses whatever ports it wants.

The ports you can change within bittornado are listening ports, that means they are used for inbound connections only. Connections that are initiated by bittornado are outbound connections and the ports can vary, any free port can be used.
