regardless i was wondering if theres any way to force a constant IP on this PC, say xxx.xxx.x.102 (1 laptop and 1 pc are also on the network)? You said your computer's LAN ip would be somwhere between 192.168.1.101-104, correct? So why are you using x's for its ip just a couple sentances later? LAN ips don't route across the internet, as there are literally MILLIONS of computers on ip 192.168.1.101 -- so how could that ip be enough information to find yours?
You set your computer to use a fixed ip instead of 'automatically assign an ip' under networking settings. You're setting its LAN ip, not its internet ip -- the internet ip is assigned by your ISP and may or may not be dynamic/random. You COULD possibly set your router to always assume your internet ip was a certain fixed ip...but if your ISP didn't give you that ip address to use, it wouldn't work.
If you can, use a direct wired connection to your wireless router. You'll get higher speeds and more reliable connections that way.
