Well, I had this problem for a while: "Constant Yellow Light" ever since I installed WinXP. When I was using Win2K before, everything worked perfectly and then all of the sudden my downloads would stay on for DAYS and still not finish. Yeah I had Norton Firewall installed, I tried disabling it but still the same crap, so I thought there is some buggy issue with it so I uninstalled it altogether, still I had the same problem.
So I browsed through this forum and tried a lot of different things, It turns out that WinXP built in firewall was my real enemy. Disabling it didn't really help. Here is what I did.
Went to my LAN properties/ADVANCED/SETTINGS
while SERVICES tab is higlighted, click ADD, put Description Of Service as whatever
Name or IP Address : 127.0.0.1
External/Internal Port # 6881 (TCP)

As soon as I OKed out, my download speed was way over 100K/s
