They do exactly what they say they do: control download or upload rates.

The rate settings on the main window (the one that says "Upload Rate Kb/s") lets u control how much bandwidth you want to dedicate to BT uploads. This allows you to use your interner connection for other stuff, like browsing, etc, because BT will normally overload the connection.

Do a search for "rate limiting" in these forums, or just browse around, and you can get more info.
