My download speeds are constantly at 10 kb/s and lower than the upload speed (typically 16-22 kb/s). Im on broadband 512M and should be surely be getting faster downloads than this. This has been the case for hours now and my share rating is >1. Firewall is setup ok. Any ideas or is normal on some downloads.

With no transfers going, try doing a speed test at www.dslreports.com/stest from at least 2 different locations. Using the highest upstream speed from the tests, multiply the number by 0.75 and divide that result by 8 and try using the number that results as your upload rate limit. For example, if www.dslreports.com/stest calculated you had 240kbps upstream max, you would multiply "240" by 0.75 and get 180. Then, divide 180 by 8 and get 22 kilobytes/sec as your upload rate limit.

A lot more folk are going to suffer if its true what ISPs are doing!
