Bittornado is not a download program, it is a p2p program to distribute files efficiently and that needs sharing/uploading.
There are always relations between upload and download speeds in p2p systems. One is indirectly, if you upload more others can download more thus increasing the overall download speed (or the state of distribution). The other is directly and depends on the actual implementation, with bittorrent, if someone is doing unchoking (wants to upload) it will choose one which it has the best download rates from (called tit-for-tat algorithm). There is another method called optimistic unchoking that let's you download even if you have not uploaded anything. But only with optimistic unchoking you will get a very low overall download speed.
