I was trying to set the upload rate to 80% of my actual upload speed. Bit tornado says the upload setting is in kb/s, but if you look at the selections: cable/slow, cable/fast, T1, T3, its clearly in Kbps (kilobits per second). My upload speed is 384 kb/s or 48 Kbps. So I should be setting it to about 38 kbps right?

it is 38kb/sec for dsl and 44kb/sec for cable
you should set it to 13kb/sec if ya leeching
especially with 3-5mbit of connection
not 80 percent, it's is impossible to download fast by giving this much of your bandwidth away!
try 25-50 percent
so at 384kbps about 10-20kb/sec is all you can give away
if ya want to max out your connection it would be best to set it on dialup
5kb/sec
this leaves you with about 30-35kb/sec of upload
because download are much bigger and u only have a puny amount of upload. your isp give you this small amount to let you download at the advertised speed
don't be fooled by moron who say 80 or 90 percent
that's when you are purely seeding and not leeching and want to surf the internet
by giving up all your upload u may be unable to serve the internet or very slow like dialup
