Is it possible to make a BT client that will only connect Broadband users to one another?


The reason I ask is because the whole "download is proportional to upload" is all crap. I have broadband and I am always UPLOADING 30-50kbs, but am only downloading 10-15kbs. Once in awhile I will connect to a high speed connection, but usually I have to be patient.

Plus (before anyone says the obvious),

Bittorrent tries something called an optimistic unchoke and tries to switch around to sharing among different id's. If that user is already using almost all of its bandwidth to send to other users then even it is a fast connection that upload is distributed among different id's so you may not get all that fast connection speed.
