I`m also in canada with videotron and as i know my isp is not capping BT. I'm currently downloading a file at 396Kb/s. It's really fast as usually i get around 150 - 200 Kb/s which is quite reasonable to me. I`ve never seen any speeds higher than that. If they cap my torrent they cap high.

Hi, Well it just might be possible that just like a logger jam that now many other users have seen there speeds fall, it has opened up more free bandwidth elsewhere! Sniff Sniff  maybe the what is happening is a shift of the load? on bandwidth, the central backbone of the internet might have more free for others like the usa or canada.

Just a thought

Chelle

I am still waiting for my isp to contact me, I would have expected them to try and diswade me from going elsewhere but I guess my last email to them was a real shocker and now they want rid of me! (I told em what for) They make me look like a leecher coz I only have 5 kbps limit on upload speed, those horrid folk! Maybe I get cable or something, that would show them?

 Post subject: Tiscali capping
PostPosted: Fri Feb 25, 2005 2:42 pm
I have just cancelled my broadband subscription with Tiscali after 2 years due to their throttling of bandwidth and capping dowload speeds at 5kbps and upload speeds at 0kbps. This was despite my upgrading to 1mb, which was supposed to be 10x fater and ended up being 10x slower. This not only affects BT but also Direct Connect and other file sharing sites. What made me so angry was that they gave no warning they were going to do this (7 weeks ago) and they still cannot understand why I get such slow speeds - YEAH RIGHT!!!!!! Do yourself a favour, do not use Tiscali and if you do, cancel it and find another.

Hi Chelle

Yeah, Tiscali are a bunch of cowboys. They said the same to me about speaking to a technician but I refused as I have already been through e-mails and telephone calls and am sick of the whole thing. To make matters worse, most ISP providers can provide you with a MAC number so you can migrate to another ADSL provider without being disconnected by BT. Not Tiscali! They would not provide me with this number and said they were unable to provide this service. This means after waiting a month for the canellation to go through, I then have to wait another 14 days for BT to disconnect my line. The crazy bit is I then have to re-apply through my new ADSL provider and BT have to come back out and reconnect my line, which takes another 14 days and a charge of £70! How stupid is that? I am really appalled at how bad Tiscali have become and how poorly they treat their customers. Do not use them!

PS My download speed has also myseriously gone up to 25kbps since I rang up to cancel - strange that isn't it! Still way too slow for a 1mb package anyway.

Secondly, packet shaping technology exists

Very true, and it has existed for a while, a lot of ISP's in the UK are using it also to prioritise their traffic. Packeteer being one example. It analyses each packet and throttles it that way so doesn't matter which Ports you use :(
My ISP recently did this when they had temporary capacity problems and i was only getting 3k downloads with any P2P program. They got a hell of a lot of complaints and luckily lifted the restriction after a couple of weeks.

Quick question: i have azereus 2.2.0.2 but how do i set a range of ports? In Tools>options>connections u can put in one port number called "Incoming TCP listen port" but you cannot set a range. Does this mean it only uses one port or is there a way to set a range? If it is only using one port i can just leave one port forwarded instead of 20 or so yes????

Yes, it only uses one port and that's the only one you need to forward.

Looking at the ADSL site everyone seems to be moaning on the Tiscali and BT-Yahoo (British Telecom) forums. There's a disgruntled Tiscali customer who got his bt throttled, moved his settings over to port 80, said it did the trick, see How long is this capping gonna last?. Is that the future...

BT-Yahoo have delayed (again) the introduction of their monthly bw limits. They have a jolly page on what you can do with 15G a month - surf for 15 hours a day, upload/download 250 jpegs a week, download 250 mp3s a week, watch 3 hours of video a week, listen to internet radio 15 hours a week and still have time to send those 3000 emails a week, gosh what busy lives... Nice to see Internet Radio in the list though. The limits are now coming in august, and, yes they appear to counting uploads into the total.
