Control needed

HI,
Does anybody know to limit the download speed of bit torrent? I am sharing my connection with my house mates and bit torrent takes up all the down bandwidth , i am able to limit the upload speeds using the shadow experimental client. is there any client that allows limiting of downloads?

Hey Rooki. Do you know of similar tool that is server/client model? I need to deploy such thing so that only administrator is able to control how much bandwidth each computer/user can have and the users cannot do anything about it on their workstations.
