I'm uploading at like 40kb/s and downloading at 7-10kb/s. My share rating is always at least 2.

It's like this on every torrent.

The light is green.

Your max upstream with your ISP is.. 40kbps? Try setting the rate to something lower. Also, amount of peers and seeds has a large impact on how fast you download. However it sounds like you like just about everyone who comes here maxes their upstream bandwidth.

It's 45. I set it to 40.

I have like 30 peers connected.

Try set it to 30kb/s. I have bad speeds also. Sometimes there is simply nothing that can be done about it. For example if the tracker is realy busy, then you most likely get bad speeds. Thats what i have figured out of my own experience.

Also if you got a firewall running, turn it off. It helps.

The tracker doesn't send any file data. So even if the tracker is really busy, you could still achieve fast bittorrent transfers as long as the seeds or peers of that torrent are sending data fast to you.
