Doing the math:
550 total speed, among 49 leechers means an average leecher speed of about 11.2k down - which would imply to me that there's far too many people on that torrent using 128k up DSL.
Remember:
When it comes to download speed with torrents, you can expect to download at aproximately your upload speed. If you get higher than your upload speed, it's called lucking out, and if you are downloading at significantly lower than your upload speed things will probably speed up if you wait.
Currently I'm getting 62k down / 72k up on a torrent. That's pretty normal.
