I've now been capped by Tiscali for 6 weeks. Even when I upgraded to 1 mb a week ago (10x faster) I am still only getting downlaod speeds of 5kbp max and 0 upload, just like before. Tiscali tested my line and said there was no problem. They said I should be getting 600kbp - what a joke! I have no firewall, run adware and spyware, no other programs running, checked ports and everything else but it makes no difference. I have now decided to quit from Tiscali after 2 years, as it is obvious they are capping, even though they don't admit it. I'm going to try a different ISP that says they do not throttle download/upload speeds (there are still a few out there). Watch your ISP folks, they are out to get you.
