My light is green in bittornado and I've opened the non regular ports through firewall and this is what I get. Someone on my school network connected and then I was able to d/l at 150KB/sec, but they finished and then I went back to zero. I'm pretty sure my ISP hasn't blocked it seeing as I was downloading stuff 4 days ago at high speed and now I reformatted and now it doesn't work.

Could your ip have changed when you formatted?

If you're on a school network, they almost certainly use some sort of proxy that screws up BitTorrent something awful...or blocks/throttles it outright.
