If for any reason Bittornado Disconnect, it will automatically reconnect after a few minutes/using manual announce, but it seems unable to connect to remote users (The light is still green)

I noticed that too, but it seems it depends on the tracker used.
On most of the trackers it resumes on its own, but on others you will get no remote connections anymore, even with manual announce.

I think this is more likely to be the Client (Bittornado) Problem than the tracker problem, since you can make a remote connection the first time.

with only local connection, the download rate will be really really bad

How long are you waiting for remote connections? It can sometimes take as long as 20 full minutes after starting a torrent or manual announcing to get an incoming connection on it since that is how often some other peers may be recontacting the tracker.

I've waited for hours, and Manual Announce doesn't help
