Does anyone know what it means, because I cannot translate it properly. (english isn't my first language). It's standard disabled so I think it isn't very handy in daily use,

Because of the way Windows 98 allocates disk space (and it might be true for Windows XP with FAT32 volumes as well), if the computer is rebooted without a file being closed, all newly allocated space in that file disappears, making it a bit difficult to resume downloads. This is an attempt to flush that space out to the drive to allow people to save that valuable downloaded data. It's disabled by default because the disk flushing involved may require additional overhead and slow you down.
